Whistleblower Exposes Kisii Women Rep Dorice Donya’s Abuse Of Power To Silence Critics Over 19.7 Million NGAAF Graft

Kisii Woman Representative Dorice Donya has found herself at the center of a scandal after whistleblower Justin Siocha revealed his harrowing experience of abduction and intimidation following his exposure of alleged embezzlement of Ksh 19.7 million in National Government Affirmative Action Fund (NGAAF) projects.

Siocha’s account paints a damning picture of the lengths to which public officials might go to silence dissent and shield themselves from accountability.

Siocha was arrested at his home early Thursday morning by a team reportedly led by Kisii County Criminal Investigations Officer (CCIO) Catherine Njue.

He recounts that his house was thoroughly ransacked, and all communication devices were confiscated.

He was forced to record a statement at the Kisii Directorate of Criminal Investigations (DCI) office before being detained at Kisii Central Police Station.

Throughout this ordeal, he was denied access to his family and legal counsel, leaving him isolated and treated as if he were a dangerous criminal.

During his detention, Siocha faced relentless interrogation about a Facebook page allegedly used to criticize Donya.

Despite his denial of any involvement, he was reportedly subjected to verbal abuse, including direct insults from Donya herself.

He was detained over the weekend without clear charges or a court appearance and was only released on a free bond after enduring what he describes as a coordinated campaign of intimidation.

Siocha’s testimony suggests a pattern of abuse of power.

He claims that Donya provided a list of 30 individuals, including Kitutu Chache South MP Anthony Kibagendi, for the DCI to target.

This alleged move appears to be aimed at silencing critics and whistleblowers who might have knowledge of the NGAAF scandal.

The allegations raise serious questions about the misuse of law enforcement resources to settle political scores and suppress dissent.

The saga also exposes concerning gaps in the justice system.

Siocha was moved to Nairobi under dubious circumstances, with claims that his case was “high profile” but lacking substantive evidence.

At Nairobi Area DCI offices, he underwent repeated questioning and was even insulted by Donya, who reportedly bragged about her influence and threatened him.

Despite being held in various locations, including Capital Hill Police Station, he was never formally charged or arraigned in court.

Siocha’s ordeal highlights the challenges faced by whistleblowers in Kenya.

Instead of being protected for exposing corruption, they often find themselves victimized and targeted by those in power.

His determination to continue exposing wrongdoing, however, remains unshaken.

He has vowed to pursue accountability and transparency in the use of public funds, even as he faces personal risks.

The alleged embezzlement of NGAAF funds under Donya’s watch is a serious matter that warrants thorough investigation.
