Sleuths from the Directorate of Criminal Investigations are paying close attention after reports confirmed that Agnes Kagure and businessman Robert Bior, also known as Robert Riagah Ajwang or Money Bior that’s according to an investigative report from Leaked.co.ke.
The encounter has raised eyebrows because both individuals carry long-standing accusations involving land and money matters that have never fully gone away. In a country where land disputes and financial irregularities often make headlines, any link between two people with such histories is bound to attract official interest.
Agnes Kagure has been a known name in Nairobi’s political and business circles for years. She tried to become Nairobi governor in 2022 but lost. Even after that, she stayed visible through her foundation’s community work and women empowerment projects. Still, her name keeps coming up in property fights.
One of the biggest involved a Karen property valued at around Sh600 million that belonged to the late British national Roger Robson. Kagure said she had bought it legally.
Lawyer Guy Spencer Elms, who was handling the estate, disputed that claim. The case went to the High Court, and in June 2025 the court sided with Robson’s will. It dismissed suggestions that Elms had forged papers.
The ruling did more than settle one property fight. It also shone a light on how estates left by foreigners in Kenya are managed and how easily they can become contested.
Kagure’s scandals Beyond the Karen case, Kagure faced another serious claim in 2024. She was accused of defrauding a German investor in an oil deal said to be worth Sh142 million. Details about how that matter ended have stayed limited in public, yet the allegation added to the list of questions that continue to follow her.
These cases have kept her under steady scrutiny even as she presents herself as someone focused on community support and women’s issues.
The pattern of high-value disputes has made many people watch her moves carefully, especially when they involve land or large sums of money.
Money Bior’s scandals Robert Bior is newer to the political stage but already carries his own set of problems.
He has been campaigning hard for the Kasipul parliamentary seat after a by-election. Critics say he hands out money to locals during campaigns and uses wealth to gain support.
His name has been tied to what Kenyans call wash wash schemes, meaning money laundering or fake currency operations. In August 2025, reports connected him to fraudulent plans involving money-printing machines.
Talk of investigations into his activities spread through media and social platforms. Bior has not given detailed public answers to these claims. Instead he keeps focusing on his political work in Homa Bay County, presenting himself as someone who brings development to the community.
The fact that these two people met is what has put the DCI on alert. Both have histories of allegations involving questionable business dealings. Land grabbing, inheritance fights, and financial irregularities remain big problems in Kenya. When people facing such accusations come together, it naturally leads to questions about what they might be discussing.
The DCI has not released any formal statement, but the agency usually watches cases that touch on financial crimes and land disputes. It is unlikely they will simply ignore reports of this meeting.
This situation points to deeper challenges the country still faces. Property battles in expensive areas like Karen stay sensitive. Fraudulent financial practices continue to weaken public trust.
Whether the accusations against Kagure and Bior turn out to be true or not, their names now sit in an environment where wealth and political ambition often attract suspicion.
Any association between them only adds to that atmosphere of doubt.
