Rarieda MP Otiende Amollo has warned Kenyans about a secret plan to shift the Public Seal from the Attorney General’s office to the Head of Public Service, Felix Koskei.
According to Amollo, this move has no legal backing and might go against the Constitution. He believes the government is trying to change key functions without following the law. This raises serious concerns about transparency and how power is being used behind the scenes.
Amollo explained that Section 28 of the Office of the Attorney General Act clearly states that the Attorney General is the rightful custodian of the Public Seal. He said that any statement claiming that the seal now belongs to Koskei is false and not supported by any known law.
His warning comes after some reports claimed that the seal was transferred through the National Government Administration Laws (Amendment) Act, 2023. Government Spokesperson Isaac Mwaura even confirmed that Koskei currently holds the seal and now manages several government functions under this new change.
Amollo strongly disagreed with this position and described the move as a clever plan to grab power in secret. He accused President William Ruto’s government of sneaking in laws to avoid public debate and weaken legal oversight.
According to him, these types of actions are dangerous and could lead to a situation where those in power are no longer accountable to the people.The Public Seal is an important national symbol used to make government documents official.
It represents the power and authority of the state and has always been handled by the Attorney General to ensure it is used correctly and without abuse. Transferring such a powerful tool to Koskei, who works directly under the President, raises fears that it could now be misused.
Critics are worried this could encourage secret deals, allow corruption to grow, and break down the legal systems meant to keep the government in check.
Some people support the transfer, saying it will help the President work faster and make the government more efficient. But others, like Amollo, see it as the President trying to take more control by removing important roles from independent offices like the Attorney General’s.
They believe this could slowly destroy the legal balance that protects citizens. Amollo has called on all Kenyans to be watchful and speak up against any actions that go against the Constitution. He said that if these kinds of secret changes continue, Kenya could find itself in a very dangerous place where laws are ignored and power is abused.
