A report by Kenya Insights has exposed a major bribery scandal in the National Treasury. The scandal involves Treasury PS Dr. Chris Kiptoo and a senior official at the Kenya National Highways Authority (KeNHA), Kefa Seda.
Seda is accused of paying KSh200 million in bribes to secure the powerful position of Director General of Public-Private Partnerships (PPP).
This has raised serious concerns about how top government jobs are given to the highest bidder instead of qualified people.

According to Kenya Insights, the scandal began when the previous holder of the job, Ambassador Chris Kirigua, was suddenly removed. Kirigua had over 20 years of experience in the finance sector, but he was pushed out under unclear circumstances.

He was later offered a foreign job, which he refused. Many believe his removal was planned to allow someone else to buy the position.
Kefa Seda, who currently oversees PPP projects at KeNHA, became the leading candidate for the position. However, he is accused of bribing Kiptoo with KSh200 million in Eldoret to get the job.
This is not the only questionable deal linked to the two. Reports say that Kiptoo and Seda have also taken money from foreign investors, especially from China, Turkey, and Gulf countries, to influence the sale of government companies.

There are also claims that Kiptoo has been using threats to control appointments in the Treasury. He is said to have undermined Treasury CS and other senior officials, telling people that he has the president’s full support and final say on who gets government jobs.
Seda has also been accused of blocking a French company’s interests at the Mau Summit after receiving bribes. There are reports that he has been using his influence to manipulate courts and other government agencies to stop investigations into his dealings.With these serious claims now out in the open, calls for investigations have grown.
An unnamed NGO is said to be planning a court case to challenge the hiring process, arguing that it was unfair and corrupt. Many Kenyans are also asking the Ethics and Anti-Corruption Commission (EACC) to step in and investigate the bribery claims against Kiptoo and Seda.This scandal has once again exposed how corruption is deeply rooted in the government.

Instead of hiring skilled and experienced people, top positions are being sold to the highest bidder. This puts Kenya’s financial stability at risk because people more interested in making money for themselves are running key government offices.
Now, Kenyans are watching to see if action will be taken. Will Kiptoo and Seda be held accountable, or will this be another case that disappears without consequences? The truth must come out, and justice must be served.
