Belio Kipsang’s wife named in sh202M sanitary towels scandal

Education principal secretary Belio Kipsang is reported to have lobbied for a firm associated with his wife to win a lucrative tender to supply sanitary towels.

Konyipad Construction is associated with the PS Belio’s wife and won Sh23.8 million tender to supply sanitary towels.

Documents in our possession show that Konyipad was the highest bidder with the lowest having quoted Sh19.9 million. Konyipad shares the same address with Belion Hardware and Building Constructors that Kipsang is a major shareholder in.

In the financial report year 2016/2017, the Auditor General Robert Ouko report has questioned how a construction firm was awarded a tender in hospitality industry.
Documents further reveal that a firm Tripple N bid the lowest in five slots but was only awarded one. Suspicion has been raised as to why, the highest bidders ended up getting six other tenders.

The firms sucked into the controversial tenders are Nexhom Africa that was awarded Sh23.3 million tender, Paula Services Sh50 million, Rossaby Enterprises Sh49.5 million, Imani Holding Sh32.1 million and Hasib Investment Sh23.9 million.

In the pads’ scam, Sh25.2 million could have been saved if the lowest bidders totaling to Sh177.7 million were awarded. Those favoured ended up with a cool Sh209.9 million in payments being highest bidders.

254News is aware that one of the favoured firms is operated by relatives and allies of Regina Kanyi, the head of supplies at the ministry.

RK as she is referred among ministry of Education suppliers is one of the richest procurement officers in the country. She is known for her make-up and designer cloths. She is also in real estate using a firm operated by relatives. She boasts to wear only white pants associated with riches, as she claims.

Insiders say that fearing for her life, she rarely takes tea in her office and enjoys social times in upmarket city hotels where she meets suppliers to strike deals with money running into millions of shillings exchanging hands.

The cartel also has Robert Osano the ministry finance officer who works and facilitates quick payments for favoured suppliers. Osano is a man of means and of late is said to be in love with the widow of a late Electoral Commission of Kenya director.

Osano has been linked to directors of Hasib Investments whom he is always seen with enjoying good times.
