The shortlisting committee failed to follow the established criteria, allowing Kefa Seda to progress despite clear disqualifications. This raises serious concerns about integrity, transparency, and accountability.

If the selection process is not conducted fairly, then public confidence in government appointments will continue to erode.

Integrity concerns surrounding Kefa Seda have also been ignored. Previous memos highlighting issues regarding his conduct were deliberately dismissed, creating the impression that due diligence was not followed.

The audit should not only focus on his current assets but also investigate his financial records before and after his involvement in Public-Private Partnerships (PPP).

This will help establish whether his appointment is based on merit or if corruption played a role in securing the position.There is also a need to investigate Kefa Seda’s overall performance in public service.

His track record must be scrutinized to determine his level of efficiency, accountability, and whether he has been linked to past controversies. If his record is questionable, then his appointment will only create more problems within the government. Public service positions should be given to individuals with a proven record of competence rather than those with political connections.

The appointment of Kefa Seda also shows clear signs of political influence. It appears that undue political patronage played a key role in his selection. PS Chris Kiptoo’s involvement in the process must be investigated to determine whether he used his position to influence the outcome.

If there was external interference in the process, then those responsible must be identified and held accountable. Finally, PS Chris Kiptoo must clarify his role in this entire process.

If he has any personal or professional ties to Kefa Seda’s appointment, then he must declare them publicly. If there is any conflict of interest, then he must step aside from any further involvement.
